Women’s Political Caucus Calls Family Planning Funding Cuts Penny Wise and Pound Foolish

Trenton - The Women’s Political Caucus of New Jersey issued the following statement today in response to the complete elimination of
state funding for family planning services.

“In these difficult economic times, family planning is not only good for women, it is also a wise strategic investment,” said Lisa Mizrahi
Kaado, WPCNJ President. “Every $1 spent on family planning saves $4 in Medicaid costs alone. We've long known that an ounce of
prevention is worth a pound of cure, so it stands to reason that investing in preventive care is sound fiscal policy.

“The savings realized today in this budget will ultimately increase the burden on the ordinary taxpayer. Undetected and untreated health
conditions become serious illnesses and serious illnesses are much costlier to treat than to prevent.  It’s like ignoring that leaky pipe in the
wall; it’s only out of sight until the walls and floors start to mildew and crumble.

“Moreover, the lack of access to basic health care services will increase the number of preventable emergency room visits further burdening
our hospitals and straining limited charity care funds.”

The savings of $7.4 million dollars is dwarfed by the $29.4 BILLION budget, yet the total elimination of state funding deals a devastating
blow to the 40,000 woman and their families who rely on these services for preventive health care such as routine gynecological exams and
blood pressure screening.

“Family planning services are critical to the health and well-being of New Jersey women and their families,” said Kaado. “The cutbacks
outlined in this budget will deny critical reproductive and preventive health care services to low income and working families, who otherwise
may go without basic health care.”

Women’s Political Caucus Commends Lawmakers’ Stand for Women’s Health

TRENTON – The Women’s Political Caucus of New Jersey released the following statement today after the Senate and Assembly
committees approved companion bills calling for reversal of cuts to women’s health and Medicaid expansion.

“All the cuts do is shift the burden,” said Lisa Mizrahi Kaado, President of the Women’s Political Caucus of New Jersey. “Some of the
40,000 women and their families who are affected will wind up in clinics struggling with limited resources. Others may resort to using
emergency rooms as primary care facilities or waiting until treatable conditions worsen before seeking care. Hospitals in underserved
areas that already bear a disproportionate share of the burden will see charity care funds stretched even tighter. Ultimately, ordinary
taxpayers will foot the bill.”

“We are grateful to all of our elected officials who recognize that this is both a fiscal responsibility and a moral obligation.  The Women’s
Political Caucus of New Jersey registered support for Senate Bill S-2139 and Assembly Bill A-3019. We commend Senators Weinberg and
Vitale for their leadership, and applaud Senators Buono, Ruiz, Sarlo, Stack, Beach, Cunningham, Smith, Turner, and Van Drew for approving
the bill in the Senate Budget and Appropriations Committee.  Assemblymembers Stender, Vainieri Huttle, Riley, Greenstein, and Lampitt
carried the torch in the Assembly with the support of Assemblymembers Burzichelli, Coutinho, Greenwald, Pou, and Quigley.

Eliminating the funding will not eliminate the need. In these difficult economic times, women need access to affordable health care.
Moreover, taxpayers cannot afford to pay the additional $30 million in health care costs that would result from defunding family planning nor
pass up the opportunity for a $9 to $1 federal match on Medicaid dollars.,” said Kaado. “I’ve said it before, and I’ll say it again. Failure to
fund family planning is penny wise and pound foolish.”
